First you must decide on how large a business you want.
Look at the competition and see what they are doing – you will not be competing against Hersey or Kraft.
You will need equipment and that is not cheap – you will need a retail location and you will need a marketing budget.
I know of a store that produced about $75,000 per year in revenues – (about $30,000 net income) but she worked 10 hours per day 7 days per week. She wanted to sell her business for about $150,000.
A plan is good -but you need to know what the market will do before you begin.
